100% no effect on lag. To be honest, outside of being required to create an account the first time you go to play (or login when you switch devices), 99.9% of users will not see any difference.
All of the changes you will see are limited to the very first screen you see when you open INF (The one that says "Connecting..."). As soon as you can see your character list you're past all of the new changes.

We don't have stats on those exact numbers, but we do have an upper bound, and that upper bound probably isn't nearly as high of a number as you guys would think it is.
Further on the question of lag however, every time this comes up we have to go through the same set of questions. Are you talking about graphical lag, or network lag?
